The National Electric Power Regulatory Authority (NEPRA) sets and reviews tariffs and regulatory frameworks for licensed distribution and generation entities; individual DISCOs then implement those frameworks locally, which is why practical experience (timelines, forms, inspection steps) can vary by area even under the same national policy. Consumers should read public determinations and notifications on NEPRA's own channels for the binding text, rather than relying on summaries alone—including the summaries in this guide series.

How policy changes can affect existing consumers
Net-metering rules, capacity limits, and buy-back terms have been revised over time in various jurisdictions worldwide, and Pakistan's framework is not static either. When policies change, a common consumer question is whether existing, already-commissioned installations are "grandfathered" under the terms they signed up for, or migrated to new terms. This distinction is determined by the specific regulatory text and your signed net-metering agreement, not by general assumption—so keep your original agreement and approval letter on file indefinitely.
If you are considering an installation now partly because of a specific policy provision (a capacity limit, a credit mechanism, a rate), treat that provision as subject to change and avoid financial plans that only work if today's rules never move.

Check NEPRA's official website and your DISCO's public notices periodically, especially before submitting a new application or making a large equipment purchase. Installer sales material is not a substitute for the primary regulatory text when the details materially affect your decision.
