Peak Hours: Who Actually Pays More

"Peak hours 7-11 PM" gets repeated everywhere, but it only changes your bill if you actually have a Time-of-Use (TOU) meter — and most Pakistani households don't. The overwhelming majority of domestic connections are billed on the flat-rate A-1 tariff, where a unit costs the same at 8 AM and 8 PM. TOU pricing is built for, and mainly assigned to, commercial (C2/C3) and industrial connections with three-phase meters and higher sanctioned loads.

Do You Even Have a TOU Meter?

Check your bill's tariff code, not the clock. If it reads A-1 or A-1(01)/A-1(02) — the standard single-phase domestic code — you are on flat-rate billing and the 7-11 PM window is irrelevant to your total. TOU meters show separate 'peak units' and 'off-peak units' line items on the bill instead of a single 'units consumed' figure; if your bill only has one consumption number, you don't have one.

Some newer smart-meter rollouts have started offering optional domestic TOU plans in limited feeders, but this is still the exception, not the default, for residential consumers.

If You Are on a TOU Tariff: 7 PM-11 PM Is the Expensive Window

For C2/C3 commercial and industrial TOU consumers, peak hours are 7:00 PM-11:00 PM, when national grid demand is highest and generation leans more heavily on expensive thermal plants. Off-peak (11 PM-7 PM the next day) is billed at a lower per-unit rate. Shifting production schedules, water pumps, or heavy machinery outside that four-hour window is where TOU billing actually rewards you — the saving shows up as a separate, smaller number in the 'peak units' line on next month's bill.

Why This Matters Even on a Flat-Rate Bill

Even without TOU pricing, running heavy appliances in the 7-11 PM window still costs you indirectly: it's the same window when national load-shedding risk and voltage sag are highest in many feeders, since everyone's AC, iron, and water pump are drawing at once. Pre-cooling a room before 7 PM, ironing in the afternoon, and running the washing machine in the morning reduce strain on your local transformer even if the per-unit rate on your bill doesn't change.
