A bill issued in early July is usually billing June's consumption — the meter reading cycle runs roughly a month behind the issue date. This matters when you're trying to match a bill to a specific event: if your AC ran heavily in the last week of June, that shows up on the July-issued, June-billed statement, not the one after.
Seasonal comparisons (this July vs last July) should always be done by billing month, not issue date, since issue dates can shift by a few days each cycle.
